Intakes for HOPWA Short-term Rent, Mortgage and Utility Assistance are conducted by appointment only. Walk-ins are not accepted.

Services Provided

Offers limited emergency financial assistance programs funded by the Housing Opportunities for Persons With AIDS (HOPWA) grants to individuals and families who are experiencing a temporary financial hardship, are homeless or at risk of imminent homelessness. The Short-term Rent, Mortgage and Utility (STRUM) program can assist with paying past due rent, mortgage, or utility bills; assists with current month plus 2 months arrears- applicant must show how remainder can be covered; payments made directly to the landlord, mortgage company or utility company.

HOPWA Permanent Housing Placement (PHP)
Can assist individuals and families living with HIV/AIDS with paying security deposits, the first month’s rent and utility connection; Assistance is only for clients moving to a new place because they are homeless, living with family or friends or being compelled to move; the apartment’s leasing office must be willing to register as a City of Dallas as a vendor. The general guidelines are apartment size must match the household size; apartment cannot be an efficiency unit, have a den or study in it; the goal is to help clients find and maintain permanent housing therefor the apartment has to be affordable- affordable is defined as “the rent does not exceed 60% of the client’s income.

Case Management, Meal Programs, Medical Case Management, and Home Health Care are also provided by ASD.

Eligibility Requirements

-Reside in Collin, Dallas, Denton, Ellis, Hunt, Kaufman or Rockwall counties
-Have a HIV/AIDS letter of diagnosis signed by a doctor
-Have a 3rd party verification letter (If applicable)
-Verification of income for all household members
-Have a valid Texas I.D. for all household members
-Have social security card and birth certificate for all household members
-NO sex offenders, arson convictions, or meth manufacturing convictions

Application Process

Applicants must be referred by a partnering AIDS services organization or Ryan White medical provider

Limits

1. Eligible households can only receive the HOPWA Short-term rent, mortgage and utility assistance once a year
2. Rent assistance through the Permanent Housing Program (PHP) is available only once for eligible households
